As part of commemorative activities on the occasion of 25th Anniversary of India-ASEAN dialogue partnership, Indian Naval Ship (INS) Kadmatt arrived in Sihanoukville Port on 24 November 2017 for a three-day goodwill visit. INS Kadmatt visited Singapore, Vietnam, Philippines and Thailand China before sailing into Cambodian waters. The naval Ship and its crew members were warmly welcomed on 24 November 2017 by Rear Admiral Ros Veasna, Deputy Commander of Ream Naval Base at a ceremony.

INS Kadmatt in her new Avatar symbolizes the tradition that a ship never dies and thus takes over the legacy from her predecessor. Built with a vision of realizing the 'Make in India' dream and the indigenization efforts of the Indian Navy, it has over 90 % indigenous content. With a displacement of 3300 tons, the sleek and magnificent ship spans 109.1 meters in length and 12.8 meters at the beam. She is propelled by four diesel engines to achieve speeds in excess of 25 knots and has an endurance of 3450 NM. These ships boast of a range of 'firsts' such as the revolutionary Rail-less Helo Traversing System, foldable hangar door, Personnel Locator system etc. Kadmatt has a state of the art, indigenous armament suite. The ship's ASW arsenal includes heavy weight torpedoes and indigenous rocket launchers controlled by an Indigenous ASW Console. The ship has a complement of 13 officers and 179 sailors with Cdr Nithin Cariappa as the Commanding Officer.

The ship gets her name from Kadmatt Island (220 Nm from Kochi) in the Amindivi subgroup of Lakshadweep archipelago also known as Cardamom Island. It is the center most island of the Lakshadweep archipelago with beautiful beaches and pristine waters, located on a coral reef in the shape of a "spindle", with 3.2 square kilometers (1.2 sq mi) area.

On 24 November evening, a reception was hosted onboard the Ship by Charge d’ Affaires of Embassy of India and Cdr Nithin Cariappa. The reception was attended by senior Cambodian Naval Officers, Defence Attaches and other dignitaries.

During the visit, Cdr Nithin Cariappa, Commander of the Ship, Col. P.S. Punia, Defence Attache of India to Cambodia and other officers called on Rear Admiral Ros Veasna, Commander of Ream Naval Base, H.E. Yun Min, Governor of Preah Sihanouk Province and Admiral Tea Vinh, Commander in-Chief of Royal Cambodian Navy,

INS Kadmatt participated in a joint Passage Exercise with the Royal Cambodian Navy for enhancing interoperability in communication as well as Search and rescue procedures. School children, members of local community and Government officials visited the Ship on 25 November.

Indian Navy and Indian Coast Guard Ships have been making goodwill visits to Cambodia since 2003 and conducting joint training exercises with the Royal Cambodian Navy. These visits are further bolstering the strong bond of friendship between the two countries and contributing to security and stability in the region.
