Capacity building programme by way of training of Cambodian Government and private officials is part of Indian Technical and Economic Cooperation (ITEC) programme which was instituted by Government of India in September 1964 as a bilateral programme of assistance of the Government of India. Through this capacity building programme, Ministry of External Affairs, Government of India assists Cambodian Government/Semi-Government and private officials in improving their skills in the fields like Account, Audit, Banking and Finance / Environmental and Renewable Energy / IT, Telecommunication and English / Management / SME, Rural Development and many Technical and Specialized courses by more many premier training institutions of excellence in their respective areas spread in different parts of India. Over 2600 Cambodian officials have benefited from the ITEC scholarship programme till 31st March 2023.

The customized training progammes are also being proposed and organized by Government of India for groups of 15-20 senior and middle officials of one or more Ministries of Royal Government of Cambodia in order to ensure that the knowledge they are imparted has the close relevance to the job profile of the participants.

ITEC Day is celebrated every year with the view to enhance our interaction with the ITEC alumni of Cambodia in which prominent ITEC alumni are invited to attend and share their experience. This provides a good opportunity for interaction and deepen and strengthen our relationship. Cambodia India Alumni Association (CIAA) was launched in 2012 on ITEC Day, which is presided by Dr. Sao Chivoan, Secretary of State, Ministry of Rural Development, Kingdom of Cambodia. The group was formed with the intention to bring the persons connected with ITEC on a single platform, interact among themselves, and share their experiences in further improving the ITEC courses/facilities. Capacity building through ITEC programmes is highly appreciated by the Cambodian officials and majority of the officials selected enthusiastically attend the respective courses. In addition to getting training, this also provides them opportunity to get exposure to diverse Indian culture, cuisine and climate and establish and nurture people-to-people relationship between India and Cambodia.
